STUDENT TRANSFERS 2010-2011

Reminder - Last day to apply for a transfer for the 2010-2011 school year is June 4, 2010.

Dr. Hall's letters to parents regarding student transfers:

The Atlanta Public Schools (APS) offers school choice options for students who wish to attend a school other than their neighborhood/zoned school. Parents/guardians may request a general administrative transfer to attend an out of zone school. General administrative transfers include all transfers required pursuant to Georgia law regarding school choice for students (Public School Choice and Georgia Special Needs Scholarships). General administrative transfer participation is also open to non-resident students who pay tuition at the rate established by the Atlanta Board of Education. Available spaces are allotted to Atlanta Public Schools students before non-resident students.

Students eligible to transfer pursuant to No Child Left Behind will receive first priority for available seats at schools in the district that are not in "Needs Improvement" and have space available. Parents will be notified in writing in July by the school if their child qualifies for a NCLB transfer.

General administrative transfers are granted based upon space availability. If the number of applications for a given school exceeds the number of available spaces, a random lottery will be conducted to provide each interested student with an equal chance to be admitted.

If a parent requests a transfer to a school that does not have the services required in a current Individualized Education Plan (IEP) or Individualized Accommodation Plan (IAP), the district is not required to develop those services at a requested school as long as the services are available within the school district.

Students and parents should be aware that school transfers may affect the student’s eligibility to participate in athletic and extracurricular activities governed by the Georgia High School Association (GHSA).  Parents should verify whether GHSA requirements may affect their child’s eligibility prior to submitting a transfer request.

A general administrative transfer request may be denied for any of the following reasons:

Lack of capacity of the school building;

Class-size capacity by grade and subject, or

Lack of capacity based on choice for students required under federal law (e.g., for students transferring from NI schools or unsafe schools under No Child Left Behind; for students with disabilities whose Individualized Educational Plan (IEP) or Individualized Accommodation Plan (IAP) calls for placement at a particular school).

The application acceptance dates for General Administrative Transfers for the 2010-2011 school year are as follows:
