 Georgia’s Public School Choice law (O.C.G.A. § 20-2-2131 also known as House Bill 251) allows residents of the City of Atlanta to apply to attend a public school outside of their zoned school, if space is available.

Parents who want to apply for a General Administration Transfer (GAT) or Special Needs Transfer should apply during this time frame.

Fred Armon Toomer Elementary School established in 1968, serving children in the historic East Lake and Kirkwood neighborhoods since 2012, is a terrific place for every student to learn and exceed expectations. Raising standards, enhancing curriculum and instruction, and improving learning environments is the commitment the faculty and staff makes to each student and parent. Everyone in the school community continues to work together, to educate Toomer’s students and obtain the status of a National Blue Ribbon School of Excellence.
Instruction is rigorous, engaging, student-centered, and standards-based. Making global connections, Toomer Elementary School's students are developing a second language in Mandarin Chinese and Spanish, and incorporating technology skills across the curriculum. Every child is guided to reach their potential, in a supportive and positive environment. Enthusiasm, confidence, and creativity is encouraged and cultivated in Toomer's "Cougars," to develop needed skills for a lifetime of success.

  • Infinite Campus Parent and Student Portal

    CPP Login Page:

    Parents of students in grades K–12 have access to class schedules, attendance records and grades by Campus Portal for Parents (CPP) which is an easy-to-use, secure communications tool. Additionally, CPP enables parents to verify household information, including their email address, home address and telephone numbers.
    Contact your child’s school to get your CPP activation key. Parents are required to  request the CPP activation key in person. To ensure that all student information remains secure, parents must provide a valid photo ID (driver’s license, state ID card, or passport) before receiving the CPP activation key.  Once parents receive the activation key, they can visit to create a unique username and password.

  • The Family Educational Rights and Privacy Act (FERPA) affords parents and students who are 18 years of age or older ("eligible students") certain rights with respect to the student's education records.  These rights include the right to provide written consent before the school discloses personally identifiable information (PII) from the student's education records, except to the extent that FERPA authorizes disclosure without con­sent.

    One exception which permits disclosure without consent is disclosure to school officials with legitimate educational interests.  A school official is a person employed by the school as an ad­ministrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel) or a person serving on the school board.  A school official also may include a volunteer or contractor outside of the school who performs an institutional service of function for which the school would otherwise use its own employees and who is under the direct control of the school with respect to the use and maintenance of PII from education records, such as an attorney, audi­tor, medical consultant, or therapist; a parent or student volunteering to serve on an official committee, such as a disciplinary or grievance committee; or a parent, student, or other volunteer assisting another school official in performing his or her tasks.  A school official has a legitimate educational interest if the official needs to review an educa­tion record in order to fulfill his or her professional responsibility.

    Also, upon request, the school discloses education records without consent to officials of another school district in which a student seeks or intends to enroll, or is already enrolled if the disclosure is for purposes of the student’s enrollment or transfer.
