Anyone can provide the link to a PDF, that then opens in the browser.  However, this takes the viewer away from your page, and away from your site.  The goal of any designer, and that is you in this case, is to keep viewers engaged on your site as long as possible.  The Document Viewer app allows you to embed a document directly to your page, instead of sending the users to separate window.
