What is Multi-Tiered System of Supports (MTSS)?
The Multi-Tiered System of Supports (MTSS) is a proactive, school-wide framework designed to ensure that all students receive the academic, behavioral, and social-emotional support they need to thrive. MTSS uses data-driven decision-making to match student needs with the appropriate level of intervention and support.
MTSS is organized into three tiers:
Tier 1 – Universal Support for All Students
Tier 1 includes high-quality, evidence-based instruction and practices that are provided to all students in the general education setting. This tier focuses on:

A rigorous and engaging curriculum aligned with state standards

Positive behavior expectations and school-wide behavior systems

Social-emotional learning (SEL) integrated into daily instruction

Regular screening and progress monitoring to identify students who may need additional support

Culturally responsive teaching practices that reflect the diversity of the student population
The goal of Tier 1 is to create a strong foundation where at least 80% of students can succeed without additional interventions.
Tier 2 – Targeted Support
Students who are not making adequate progress in Tier 1 receive small group interventions focused on specific skill gaps. These supports are more intensive and are monitored closely for effectiveness.
Tier 3 – Intensive Individualized Support
For students with significant and persistent challenges, Tier 3 provides individualized interventions that are tailored to their unique needs. These supports are often delivered in one-on-one settings and involve collaboration with specialists.
