• Disparity Study Purpose and Objective

    Atlanta Public Schools commissioned a study to analyze the district’s record in awarding contracts to minority- and women-owned firms when competing for construction and professional services contracts in relation to the diversity of the local business market. The study team, led by Keen Independent Research, assessed what Atlanta Public Schools might do to increase opportunities for minority- and women-owned firms, and other small businesses. After extensive community input during the 2017 SPLOST process, some concerns were raised regarding the level of minority participation in construction and professional services contracts.  To that end, the district commissioned the study to better understand the level of access and opportunities for minority- and women-owned firms in construction and IT contracts from 2011-2016.

    Disparity studies are commissioned by a government entity to determine if there is a disparity between the availability of firms owned by minorities and women in the local marketplace and the utilization of those firms by the government entity.
